The Curious Case of a Gnarly Yellow Development

Do you know what this could be? I noticed a bright, yellow mass on the wood of our raised beds the other day. It rained, and the mass grew. Not only did it seem to spread, but it also developed what appears to be black mold (spots in the middle). It also "puffed" up. It was like yeast rising or something which leads me to believe this is some sort of fungus. So strange. Never seen this before. Now the bright yellow color has dulled, as you can see here.
