watering lawns and gardens

I live in zone 24-Southern CA
When is it best to water lawn, flower gardens, vegetable garden, AM/PM?

I've always been told to water in the morning so the water will have a chance to be absorbed but still let the sun dry out the leaves. If you water at night the leaves stay wet all night and there's a better chance of disease or moisture related problems.

I agree with Mitch. Fewer problems when you water in the morning. If the plant needs water, it would be better for the plant if you water in the morning or daytime. If you wait till evening the plant will be even more stressed.
