Torrey Pine Needles

While raking up the back yard yesterday, which always get lots of Torrey Pine needles from a neighbor's tree, I was surprised to see a few GREEN needles along with the usual brownish and dried needles. Now we have had some rain and wind which accounts for the large number of dried needles but I don't recall ever seeing green ones. The trees aren't mine but is there anything wrong going on that I should alert the neighbors.
