When is the best time of year in North San Diego County to have a tipuana tipu laced?

Best time would of been in the cooler months October thru February (dormancy would be the best time) when the sap flow is slower; so when you cut a branch it does not "bleed as much" I have done one in May before, (out of necessity) and it turned out great. Sometimes lacing them out with the leaves still on gives you a better idea of where to make some cuts.
