Sorry that I didn't write earlier but I got bitten by a rattlesnake on Sunday.:(

I see that it's been pruned to an open center, or allowed to form several trunks.

It looks like some of the branches are dead. So those can be cut off first. But boy I'm not an expert on pruning plum trees.

The book that I have "Growing Fruit", by Harry Baker, suggests summer pruning in late July to shorten branches.
I would probably be inclined to cut back the vertical branches at the top of the tree to try and stimulate horizontal growth and lower growth as well. But I'm not sure if that's really the correct thing to do or not.

Perhaps Richard Frost could give you better advice.

Good luck,

Rich

Somewhere else on this site I posted this general advice:

For some pictures of younger and older trees pruned in this fashion, see: www.bananas.org/gallery/showgallery.php?cat=852&ppuser=1558
